You are half right. In the beginning, when the human gene pool was in absolute great shape God did not forbid close relatives from marrying. After the flood, with the terrible deterioration of the gene pool, and the obvious problems that would come from marrying close relatives God forbade such marriages. The Fall was real, the gene pool has deteriorated.
The odd thing is that Charles Darwin noted that blacks and women were less evolved than white men, then with the amassed biology knowledge that he found from his only earned degree, a master in theology, he proceeded to marry his first cousin. Stupid is as stupid does.
